for doing so are already fully set out in my despatch

to you, Mo. 305 of August 5th.

6. In addition, I would point out that no one has

been more insistent than Your Excellency in urging the

maintenance of treaty rights, if necessary by force, and

you have frequently called upon me to protest to the

Canton authorities against their failure to obлerve the

treaties. But it seems to me that if Your Excellency

maintains that the Canton Government must carry out the

treaties, you are thereby estopped from saying that they

are not entitled to the benefit of them, and that is

precisely my difficulty in explaining to the Ministry

for Foreign Affairs the refusal of the nongkong Government

to comply with their extradition requests.
